The Chief Legal (Monitoring) Officer at Herefordshire Council is performing an independent investigation into affairs at the Ledbury Town Council.

Allegations of serious maladministration concerning the handling of public money, the non-declaration of interests in planning matters and the withholding of information from councillors and from members of the original Neighbourhood Plan will be investigated.

These allegations made by two councillors against the mayor and two thirds of the council have led to counter allegations of bullying and harassment.

 

Councillors Harvey and Harrison are also claiming that the Ledbury Town Council has acted illegally against them by hosting a kangaroo court and acting as their accusers, prosecutors, judge and jury. The Chief Legal (Monitoring) Officer at Herefordshire Council had repeatedly requested that Ledbury Town Council desist from this illegal process, citing the Localism Act 2011 to justify her position.

As a citizen journalist who used to attend and report on Ledbury Town Council meetings I can confirm that bullying and intimidation does take place. After I warned the council about its anti-democratic tendencies I was bullied and intimidated by one of the councillors. The nature of that intimidation was so serious I have never returned to council meetings and I have since regarded it as an unconstitutional and illegitimate organisation. This despite the damage done to the reputation of the Ledbury Portal in not covering council news.

Ledbury has been run by a closed group that will not tolerate criticism, questioning and independent media monitoring.

I would like to think that Ledbury Town Council is just an irrelevance, given that (as a parish council) it has no real power. However, this is a disgraceful state of affairs that is the result of a serious problem that seems to have been festering for a long time.  In my view, Councillor Harvey is in a small minority on LTC who want to do things properly and for the greater benefit of the town.  She has my full support.
