Masters House

To:  Ledbury Resident/Business Owner

Speller Metcalfe Malvern Limited are pleased to have been appointed by Herefordshire Council as the building contractor to undertake the refurbishment / construction works on the Masters House.

As you may have already noticed the hoarding and scaffolding has been erected for a number of months allowing inspections and planning works to be carried prior to our appointment.

Actual construction work commenced on site on Monday 17th October with the first phase of works due to complete end of April 2012.

The first phase consists of the refurbishment of the west side of the building to enable to the relocation of the existing council staff premises into that side of building in preparation for Phase 2. Their operations will remain unaffected during the construction process.

The second phase, which is currently still in the planning stage, will consist of more extensive alterations and refurbishment to the rest of the building. A programme duration for this element is yet to be confirmed albeit opening up and investigation works will follow on directly from the decanting of the Council Staff in the newly refurbished wing.

During our time on site we will endeavour to ensure that our employees and sub-contractors perform in the most courteous manner possible with the minimum of disruption for you.  A large percentage of the construction team are Ledbury residents and, as such, understand the ongoing concerns over the impact that these works may have on the surrounding area,  the public and local businesses.

In particular we have made arrangements that the existing car parking in St. Katherines will be unaffected during the course of Phase 1.

The site will be registered under the Considerate Constructors Scheme; an independently assessed scheme which monitors our activities in a number of key areas designed to both minimise the impact of our works, but also maximise our contribution to the local area. For more information on the scheme visit

Re: Masters House

With the recent court ruling allowing councils to close down libraries, can we expect Ledbury Library to open in the Masters House, and then the council to close it down 12 months later?
